Voices from the Two Sessions | Insights on Scientific Instruments

     During this year's Two Sessions, members of the National People's Congress and the Chinese People's Political Consultative Conference put forward many suggestions related to the instrument industry. Today, let's take a look at the "voices of science and instruments" during the Two Sessions.


**1. Proposal to Introduce Measures to Encourage R&D and Production of Educational Instruments**


Zheng Lansun, Member of the Standing Committee of the CPPCC National Committee


Concerning the development, promotion, and production of educational instruments, Zheng Lansun proposed:


The Ministry of Education and relevant departments should formulate policies to encourage teachers to develop and promote educational instruments, while also encouraging enterprises to participate in the research and development and production of educational instruments.


1. The Ministry of Education (or in conjunction with the Ministry of Science and Technology) should initiate projects for the development of educational instruments, enabling relevant teachers to apply for research and development funds. The Ministry of Education can also encourage teachers to participate in the development of educational instruments through documents, meetings, speeches, etc., and promote these educational instruments in universities.


2. Relevant departments can formulate policy measures to encourage enterprises to participate in the research and development and production of educational instruments.


3. Relevant enterprises should be exempt from taxes related to the production of such educational instruments to reduce the production cost of instruments and ensure that the instruments are sold at low prices.


**2. Promoting "Made in China" for More Scientific Instrumentation Equipment**


Li Xia, National People's Congress Deputy and Director of the Emergency Office of Jiangling County Blood Prevention Institute


In order to quickly address the issue of dependence on imported scientific instrumentation equipment, Li Xia suggested:


1. Utilize the national strategic scientific and technological forces as the "source" for independent research and development of scientific instrumentation equipment.


2. Use the national strategic scientific and technological forces as the "experimental field" for the first set of scientific instrumentation equipment applications.


3. Utilize the national strategic scientific and technological forces as the "talent pool" for the development of scientific instrumentation equipment.


**3. Enhancing the Localization Rate of Key Major Equipment**


Yu Zhangfa, National People's Congress Deputy and Chairman of CITIC Heavy Industries


How to overcome the "market barrier" of the first set of major technical equipment? Yu Zhangfa suggested:


1. Support the wider application and promotion of the first set of equipment.


2. Scientific achievements should transition from the laboratory to the production line.


**4. Supporting the Procurement of Domestic Equipment and Instruments to Facilitate the Localization of High-end Equipment**


Yan Dapeng, National People's Congress Deputy and Deputy Secretary of the Party Committee of Raycus Laser


Regarding further support for the procurement of domestic equipment and instruments, Yan Dapeng proposed:


1. Expand the scope of procurement entities prioritizing the purchase of domestic products and services.


2. Further refine and implement policies for domestic procurement.


3. By formulating policies such as tax exemption or refund for the purchase of domestic equipment, drive the domestic procurement rate of related equipment.


4. Through industrial clusters, cultivating high-level talents, and shortening the time for innovative equipment to enter the market, build the core competitiveness of domestic equipment brands.


**5. Strengthening Special Policy Support for Female Scientific and Technological Workers**


Yu Xinwei, CPPCC Member and Vice Chairman of the Guangzhou Municipal Committee of the CPPCC


In order to promote the development of female scientific and technological talents, Yu Xinwei proposed:


1. Strengthen special policy support for female scientific and technological workers and establish mechanisms to enhance their contributions to scientific and technological innovation.


2. Gradually increase the discourse power of female scientific and technological talents.


3. Various guarantees for female scientific and technological workers need to be improved and supplemented.


4. Employers should extend the project cycle for female scientific and technological workers during pregnancy and lactation, adjust their work system, tenure evaluation, and performance evaluation methods.


5. The scientific and technological community, the public, and the media should pay more attention to female scientific and technological workers.


**6. Establishing a Cross-disciplinary National Key Laboratory for Agricultural Microbiology**


Huang Li, CPPCC Member and Founding Partner and Executive Partner of Sequoia China


Regarding the protection of agricultural microbial germplasm resources, Shen Nanpeng suggested:


1. Establish a cross-disciplinary national key laboratory for agricultural microbiology.


2. Increase support for the application and promotion of microbial products and the research and development of carbon-fixing strains.


3. The joint construction of microbial germplasm by the government and enterprises should be strengthened to formulate a more comprehensive agricultural microbial resource catalog and update it for publication.


4. Optimize fiscal and tax policies and fertilizer efficiency evaluation policies to alleviate the damage to soil microbes.


Laboratory experiments conducted by universities and research institutes, along with the utilization of enterprise experimental equipment, are instrumental in driving scientific advancements and societal progress. Equipped with state-of-the-art laboratory instruments and quality inspection facilities, these institutions delve into comprehensive research and testing. Such endeavors not only propel scientific understanding but also yield substantial societal benefits. 

Supported by university research institutes and enterprise experimental equipment, breakthroughs in various fields are achievable.
